A simple roux of 2 tbsp butter and 2 tbsp flour.

Add the milk, stirring to break up any chunks of flour.

Keep whisking, with the saucepan over medium heat.

Stir frequently
The sauce will bubble up and thicken. It may take some time (5-10 minutes). Stir frequently and make sure you scrape the bottom of the pan or chunks will stick to the bottom and burn.
